Kuwait to Buy Stake in Second Vietnam Refinery After Assurances on Exports

VietFinanceNews.com - Kuwait intends to keep its 35.1 percent stake in Vietnam’s second refinery, planned to be ready in 2014, the middle eastern country’s oil minister said.

“We got assurance today that the government is serious about giving us all the necessary agreements or approvals,” Sheikh Ahmad al-Abdullah al-Sabah said today in the Vietnamese capital Hanoi. “Once the refinery is completed, it’s assured that there will be exports of 200,000 barrels of crude oil to Vietnam.”


Japanese oil refiner Idemitsu Kosan Co. and its partners delayed a decision on investing $5.8 billion in the refinery, putting off its potential start date to 2014, the company said Sept. 17. Idemitsu and Kuwait Petroleum International Ltd. each have a 35.1 percent stake in the 200,000 barrel-a-day project at Nghi Son, while state-controlled Vietnam Oil & Gas Group holds 25.1 percent and Mitsui Chemicals Inc. has 4.7 percent.


Kuwait hopes the Vietnamese government will approve the project “within the next few weeks,” said Sheikh Ahmad, who is visiting the country to speed up negotiations on the plant.


Vietnam’s first oil refinery, which started commercial production at Dung Quat in February last year, has the capacity *****pply 148,000 barrels a day, a third of the country’s 2010 fuel demand. Previously, the Southeast Asian nation imported almost all of its oil products.

VietFinanceNews.com - Vietnam is expected to attract foreign direct investment (FDI) of 12.19 billion U.S. dollars in the first nine months this year, down 12.7 percent year-on-year, said a report by Vietnam's Ministry of Planning and Investment on Wednesday.


In the first nine months, the registered capital of 720 newly- licensed projects was 11.4 billion U.S dollars, up 23.50 percent in volume and up 48.05 percent in value year-on-year, said the report.


FDI disbursement so far this year is expected to reach 8.05 billion U.S. dollars, an increase of 4.8 percent year-on-year, said the report.


FDI capital is believed to be the main factor which helps reduce Vietnam's balance of payment deficit, said the report.


However, the ministry said Vietnam is having big difficulties in reaching its target of 22 to 25 billion U.S. dollars for FDI attraction this year.


In the first nine months, major foreign investors for Vietnam' s FDI projects include the Netherlands, the Republic of Korea and the United States.


The Netherlands topped Vietnam's biggest FDI investors in the first nine months with the registered capital of 2.2 billion U.S dollars, accounting for 18.2 percent of the country's total FDI registered capital.


In 2009, Vietnam saw a big decline of 70 percent year-on-year in FDI attraction to 21.48 billion U.S. dollars. The country disbursed 10 billion U.S. dollars of FDI last year, down 13 percent year-on-year, said the ministry.
