    Aug. 31 (Bloomberg) -- U.S. stocks rallied, led by bank shares, on President George W. Bush''s plan to curb mortgage defaults and stem losses in credit markets.

    Countrywide Financial Corp., the nation''s largest mortgage lender, and Lehman Brothers Holdings Inc., the biggest underwriter of bonds backed by home loans, advanced after an administration official said the government will help people with delinquent mortgages keep their homes. Dell Inc., the second- largest maker of personal computers, rose after posting profit and sales that beat analysts'' estimates.

    The Standard & Poor''s 500 Index increased 13.59, or 0.9 percent, to 1,471.23 as of 10:52 a.m. in New York. The Dow Jones Industrial Average added 101.53, or 0.8 percent, to 13,340.26. The Nasdaq Composite Index jumped 22.2, or 0.9 percent, to 2,587.5. All three extended their first monthly gain since May.

    ``The fact that Bush is coming out with this is a smart move,'''' said Wayne Wilbanks, who oversees about $1.3 billion as chief investment officer of Wilbanks Smith & Thomas Asset Management LLC in Norfolk, Virginia.

    Stocks retreated from their highs after Federal Reserve Chairman Ben S. Bernanke said it is ``not the responsibility'''' of policy makers to protect lenders and investors from the consequences of their financial decisions.

    For the week, the S&P 500 has slipped 0.6 percent and the Dow average lost 0.3 percent. The Nasdaq climbed 0.4 percent.

    Bush will today announce plans to let the Federal Housing Administration guarantee loans for borrowers with poor or limited credit, according to an administration official who spoke on condition of anonymity.

    Default Concern

    The S&P 500 has dropped 5.3 percent from a record high reached July 19 on concern mortgage defaults spurred by the worst U.S. housing slump in 16 years will increase borrowing costs and slow economic growth. U.S. stocks fell yesterday after Lehman said tighter credit may reduce bank profits and Freddie Mac predicted the housing market will keep languishing.

    Countrywide, which received a $2 billion investment this month to weather rising credit costs, gained 45 cents to $20.09. Lehman rose $1.15 to $54.92. Thornburg Mortgage Inc., the jumbo- mortgage specialist that was forced to stop making new loans, added 27 cents to $12.08.

    Homebuilders also rallied on Bush''s plan. Hovnanian Enterprises Inc., New Jersey''s largest homebuilder, gained 56 cents to $11.86. Lennar Corp., the biggest U.S. builder, increased 82 cents to $28.34. D.R. Horton Inc., the No. 2 builder, climbed 26 cents to $16.45.

    Dell Gains

    Dell increased for a third day, rising 11 cents to $28.57, after saying second-quarter net income was $733 million, or 32 cents a share, on sales of $14.8 billion. That beat the average estimates of $14.6 billion in sales and profit of 31 cents in a Bloomberg survey.

    Dell''s earnings were ``impressive,'''' said Herbert Perus, who helps oversee the equivalent of $57 billion as head of global equities at Raiffeisen Capital Management in Vienna. ``Technology stocks are back after being out of fashion for years.''''

    Separately, Taiwan''s Quanta Computer Inc., the world''s largest maker of notebook computers, reported second-quarter profit that doubled on increased sales of laptops to customers such as Hewlett-Packard Co. and Dell.

    Apple Inc., the maker of Macintosh computers and iPod music players, advanced $2.20 to $138.45. Cisco Systems Inc., the biggest maker of computer-networking equipment, gained 49 cents to $31.92. Intel Corp., the largest semiconductor producer, added 45 cents to $25.73.

    Bernanke Address

    In his first remarks since a sell-off in credit markets forced the Fed to cut the interest rate on direct loans to banks, Bernanke said the central bank will ``act as needed'''' to limit damage to consumer spending from the housing recession. Bernanke also made it clear the Fed won''t save investors from bad choices.

    ``It is not the responsibility of the Federal Reserve -- nor would it be appropriate -- to protect lenders and investors from the consequences of their financial decisions,'''' Bernanke said at the Kansas City Fed''s annual symposium in Jackson Hole, Wyoming. ``But the developments in financial markets can have broad economic effects felt by many outside the markets, and the Federal Reserve must take those effects into account when determining policy.''''

    In economic data today, a Commerce Department report showed consumer spending in the U.S. expanded more than forecast in July and inflation cooled. The 0.4 percent rise in spending followed a 0.2 percent increase in June that was bigger than initially estimated. Incomes grew 0.5 percent in July, the most in four months.

    Inflation Measure

    The report''s price gauge tied to spending patterns and excluding food and energy costs, the Fed''s preferred measure, increased 0.1 percent in July, less than the 0.2 percent gain projected by economists surveyed. It was up 1.9 percent from July 2006.

    Energy shares climbed after crude oil prices rose on concern a potential tropical storm in the Atlantic Ocean may threaten production.

    A weather system in the Atlantic 300 miles (483 kilometers) east-southeast of the Windward Islands is ``well organized'''' and could become a tropical depression later today, the Miami-based National Hurricane Center said on its Web site. Crude oil for October delivery climbed 1 percent to $74.07 a barrel.

    Exxon Mobil Corp., the world''s biggest energy company, added $1.02 to $86.42. Chevron Corp., the second-largest U.S. oil producer, increased 99 cents to $88.18.

    OmniVision Technologies Inc. climbed $1.04 to $20.95. The maker of image sensors for camera phones said that, excluding some items, it expects to earn at least 34 cents a share in the second quarter. That''s more than the 23-cent average estimate in a Bloomberg survey of analysts.

    Accredited Home Lenders Holding Co. gained $2.39 to $8.70. Buyout firm Lone Star Funds made a new takeover bid for the subprime mortgage company. Lone Star offered $8.50 a share, 35 percent more than yesterday''s closing price, to defuse a legal scuffle that followed its attempt to back out of an earlier acquisition agreement with Accredited.

    Dollar Is Little Changed After Bernanke Will `Act as Needed''

    Aug. 31 (Bloomberg) -- The dollar was little changed versus the euro, paring an earlier loss, after Federal Reserve Chairman Ben S. Bernanke said the central bank will ``act as needed'''' to limit damage to consumer spending and economic growth that may arise from a deepening housing recession.

    President George W. Bush will announce steps the administration says will help people with subprime mortgages keep their homes. Interest-rate futures show a 50 percent chance the Fed will cut its target for the overnight lending rate between banks to 4.75 percent at a Sept. 18 meeting, compared with 42 percent a week ago. The odds of a reduction to 5 percent are also 50 percent.

    ``Bernanke isn''t committed to a rate cut next month,'''' said Samarjit Shankar, director of global strategy for the Global Markets group in Boston at Bank of New York Mellon, the world''s largest custodian bank with over $20 trillion in assets under administration. ``His statement really disappointed some investors. That is why you are seeing the dollar gain back some posture.''''

    The dollar fell to $1.3641 per euro at 10:37 a.m. in New York, from $1.3625 yesterday. The U.S. currency bought 116.29 yen, from 115.86. The euro purchased 158.62 yen, from 157.87.

    ``The Federal Reserve stands ready to take additional actions as needed to provide liquidity and promote the orderly functioning of markets,'''' said Bernanke, who spoke on housing and monetary policy at the Kansas City Fed''s annual symposium in Jackson Hole, Wyoming. Central bankers next meet to set rates on Sept. 18.

    Discount Rate Cut

    The remarks are Bernanke''s first since a sell-off in credit markets forced the Fed to cut the interest rate on direct loans to banks and shift its policy focus toward economic growth, rather than inflation. The chairman suggested the Fed is prepared to cut the discount rate further or use additional tools to ease the strains in markets.

    Bush will announce at 11:10 a.m. in Washington that the Federal Housing Administration, which insures mortgages for low- and middle-income borrowers, will guarantee loans for delinquent borrowers, allowing them to avoid foreclosure and refinance at more favorable rates, according to an administration official, who spoke on condition of anonymity.

    Fed officials put aside concerns about the rising cost of credit at their Aug. 7 meeting because they weren''t convinced a slowdown in inflation would last, minutes of the gathering said.

    Thằng Búsh cũng đang ra rả trên Bloomberg TV về chuyện nhà đất của Mỹ... Em nghĩ sang năm thôi là thị trường nhà và địa ốc VN chắc cũng khủng hỏang như Mỹ. Xây rất nhiều, đầu tư rất nhiều nhưng giá rất cao và chỉ có Tây mới thuê được, có lẽ phải nửa dân số HN là Tây thì mới trả hết tiền cho các nhà đầu tư địa ốc.

    Dân HN dạt sang BẮc Ninh và Hà Tây mua đất thôi, giờ sắm Innova đi lại dễ dàng, đất đai rộng, thóang mát., khỏi tranh nhau tắc đường...
