European Stocks Slump on Fed, Bear Stearns; Banks, Siemens Drop

March 17 (Bloomberg) -- European stocks sank to the lowest since 2005 after the Federal Reserve reduced its discount interest rate at an emergency meeting and JPMorgan Chase & Co. agreed to buy Bear Stearns Cos. for $2 a share.

UBS AG, Europe''s biggest bank by assets, slumped the most in nine years, leading a decline among financial shares. Siemens AG, the region''s largest engineering company, tumbled the most since at least 1989 after saying order delays and cancellations will cut earnings. Alitalia SpA retreated as Air France-KLM Group agreed to buy the unprofitable carrier for less than a fifth of its market value.

The Dow Jones Stoxx 600 Index slumped 4.3 percent to 291.11 as of 4:43 p.m. in London, the biggest drop since Jan. 21. The measure has fallen 27 percent from a 6 1/2-year high on June 1 after the collapse of the U.S. subprime-mortgage market spurred concern that profit growth in Europe will slow as the world''s largest economy slides into a recession.

``This shows the amplitude of the crisis,'''' said Emmanuel Soupre, who helps oversee about $15.6 billion at Neuflize Gestion in Paris. ``It''s a domino game that seems endless. The price JPMorgan is offering shows that we haven''t seen the last'''' of writedowns.

The cost to protect corporate debt from default climbed after the Fed made its first emergency weekend rate cut in three decades. Credit-default swaps on the Markit CDX North America Investment-Grade Index increased in New York, according to Phoenix Partners Group. Contracts on UBS and HSBC Holdings Plc reached records amid concern that the credit-market squeeze may lead to cash shortages at other firms.

Safety

European two-year notes increased the most in 15 years as the Fed''s move fueled demand for the safety of government debt. The Standard & Poor''s 500 Index slipped within 1.4 percentage points of a so-called bear market, while the MSCI Asia Pacific Index lost 2.7 percent.

The Fed rate cut on direct loans to commercial banks by 25 basis points to 3.25 percent was aimed at restoring confidence in financial markets hurt by more than $195 billion in asset writedowns and credit losses worldwide. The action coincided with JPMorgan buying Bear Stearns for about $240 million, less than a 10th of its value last week.

National benchmarks dropped in all 18 western European markets. The U.K.''s FTSE 100 sank 3.9 percent. France''s CAC 40 tumbled 3.5 percent and Germany''s DAX retreated 4.2 percent. The Stoxx 50 fell 4.8 percent, while the Euro Stoxx 50, a measure for the euro region, decreased 3.8 percent.

`Panic Mode''

``Everyone is in panic mode, and financials are in the eye of the storm,'''' said Sandro Rosa, an equity strategist at Clariden Leu in Zurich, which manages the equivalent of $120 billion in assets. ``Bear Stearns was the last straw and people are throwing in the towel.''''

The Bank of England said today in its quarterly bulletin that information from contacts and financial market prices in February signaled ``difficult conditions'''' may continue for some time, threatening to slow economic growth.

UBS slid 14 percent to 24.5 francs. Deutsche Bank AG, Germany''s largest bank, declined 6 percent to 65.77 euros, while BNP Paribas SA, France''s biggest, retreated 4.7 percent to 53.85 euros.

Siemens tumbled 17 percent to 66.42 euros. The company said earnings will be about 900 million euros ($1.42 billion) lower this quarter. The markdown comes a month after Chief Executive Officer Peter Loescher said the company will likely meet its profit goals this year.

Earnings for companies in the Stoxx 600 will probably rise only 3.5 percent this year, down from 11 percent predicted at the end of 2007, Bloomberg data show.

Alitalia, the state-controlled Italian airline, plunged 27 percent to 39.1 cents. Air France''s offer values Alitalia at 139 million euros, or 10 cents a share, 81 percent less than the record low closing price on March 14.
