Merrill Keeps Vietnam As Top Buy In Asia

Merrill says rate of change in Vietnam is accelerating
"beyond even our optimistic assessments. Policy is being passed (and)
conspicuous consumption is ratcheting up as new business ventures are launched
across the consumer sector"; Vietnam remains its top Buy in Asia. Recent policy
initiatives aimed squarely at pushing companies from OTC to Main Board before
year-end; may bring more than 20 extra firms to VNINDEX, increase market cap to
near US$5 billion, while trading volume already equal to Philippines as
overseas institutional involvement grows. "Amongst the consumer growth stories
in Asia this is one of the fastest growing but least understood. Competition is
low. Both brands and market positions are only now being established as income
rises rapidly in urban areas. This will benefit tourism plays, property, banks
and well positioned consumer companies." Several bigger stocks now near foreign
limits, which needs to be addressed if foreign equity appetite to benefit
    capital markets.

Currently, 19 foreign funds with combined investments of $2 billion operate in Vietnam. The fund will focus on finance, agriculture and consumer goods enterprises.

###Vietnamese companies have signed deals valued around $950
million with U.K. firms over the weekend in London, government officials and
    state media said Monday.
Vietnam sent a business delegation, led by Minister of Planning and
Investment Vo Hong Phuc and including about 100 senior company executives, to
the U.K. last week, said an official with the ministry.
Phuc told Vietnam News Agency that of the $950 million worth of contracts,
$790 million were for Vietnam Shipbuilding Industry Corp., or Vinashin.
Nguyen Quoc Anh, deputy director of Vinashin, told Dow Jones Newswires that
one of Vinashin''''s deals was a $100 million contract to build 25 ships for
    U.K-based Craig Investment.
VNA said Vinashin also inked deals with Monobuyo Co., Petromaritime
Consulting and London Maritime Consultants for a $680 million contract to build
a large floating oil tank for PetroVietnam.
Details on other contracts weren''''t available because the Vietnamese
delegation hasn''''t returned to Hanoi, the MPI official said.

#####Vietnam To Step Up State Co Share Sales By 2010 -Official

Public offerings by state-owned companies will be
accelerated in order to complete the restructuring of the state enterprise
sector by 2010, a senior government official said Monday. "Vietnam will speed
up the state enterprise reform program in coming years, with about 1,500
companies expected to offer shares to the public from mid-2007," said Pham Viet
Muon, deputy director of the government''''s Commission for Enterprise
Restructuring and Development. "We will encourage foreign investors to buy
shares; they can buy up to a 49% stake in many Vietnamese companies,"
Vietnam''''s state sector consists of more than 2,000 companies in which the
government holds a 100% stake. Each year, the companies contribute more than
50% of the state budget and account for 40% of the country''''s gross domestic
product, government figures show. "Concern over their lack of competitiveness
is the main reason for the government''''s determination to accelerate the public
offerings over the next four years," said a Ministry of Finance official.
State companies, which have total assets of VND260 trillion ($16.2 billion)
have combined debts of VND51.6 trillion, according to state media.
The government launched the enterprise reform program in 1992, and to date
3,060 state-owned enterprises, accounting for less than 12% of total state
assets, have sold shares to the public.
At a meeting with government officials Saturday, Prime Minister Nguyen Tan
affirmed that the streamlining of state companies would continue.
Government officials have said they will need six months to draw up a
complete list and procedures for state companies that are to make share
    offerings.

    ####Vietnam Airlines 9-Month Revenue Down 16.7% At VND13T
State-owned Vietnam Airlines (VAI) said Monday its
revenue for the nine months to end-September fell 16.7% on year to VND13
trillion due to typhoon, high fuel and aircraft leasing costs.
The revenue for the January-September period accounted for 78.1% of the
carrier''''s full-year target, the airline said.
It did not give a net profit figure for the period.
The government''''s share of the airline''''s profit for the period came to
VND133.8 billion, down 61.8% on year.
Vietnam Airlines operated 44,300 flights carrying 5.1 million passengers in
the period. Flights were up 23.1% on year and the number of passengers
    increased by 14%.
The seat occupancy rate for the nine-month period was 73.8%, up from 69% a
    year earlier.
Foreign arrivals in Vietnam were up 4.2% on year in the nine month period.
The unlisted airline said it will lease one Airbus A330 and one ART-72 this
    month.

Vietnam''s exports are expected to rise 22% this year to
$39.5 billion, led by crude oil, garments and seafood, the state-run Vietnam
    News Agency said Thursday.
The country''s imports this year are expected at $42 billion-$43 billion, up
14%-16% from a year earlier, VNA said, citing the Ministry of Trade.
Below are projections for Vietnam''s major export items this year:
    2006 % Change On Yr
    Crude oil $8.50 Bln +15.0
    Garments $5.80 Bln +20.7
    Seafood $3.30 Bln +20.4
    Electronics
and PC parts $1.80 Bln +24.8
    Wooden furniture $1.80 Bln +18.7
    Rice $1.35 Bln -3.5
    Rubber $1.20 Bln +52.5
    Coffee $960 Mln +32.4

Demand for Asia''s new coffee crop is increasing, as
exporters show interest and even book some shipments of the new coffee crop in
    Vietnam, Indonesia and India.
In Vietnam, analysts said the coffee crop, for which harvesting has begun,
may be around 1 million metric tons this year, up from 750,000 tons in 2005.
"Use of better fertilizers led to increased productivity this year," said a
trader in Ho Chi Minh City.
The trader said that overseas buyers have already booked up to
150,000-180,000 tons of the new Vietnamese coffee crop, mostly for December and
January shipment. "Looking at the global price trend, it seems coffee prices
are going to be quite firm for the time being," said another trader.
The trader said that the price for the new crop for December shipment may
touch $1,485/ton over the next few weeks, while January shipment may even go up
to $1,500/ton in the coming weeks, if international price trends remain firm.
At present, offers for robusta grade 2, 5% black and broken, were heard at
$1,440/ton for November/December shipment, up from $1,358-$1,379/ton, FOB Ho
    Chi Minh City, last week.
In Indonesia, there''s hardly any robusta left for trading and the focus has
shifted more to arabica, for which harvesting will begin soon. "There has been
scattered export interest for new crop arabica, but nothing much yet," said a
    trader in Jakarta.
At present, offers for robusta EK1 grade 4, 80 defects were around
$1,530/ton, from $1,477-$1,512/ton a week earlier. "Since the robusta supply is
so low, whatever little is left obviously commands a good price," said the
    trader.
In India, demand for the old crop Arabica and robusta is quite scant for
both, since prices are very high.
Traders said while 10% of the old coffee crop is still left, most of the
demand for the old crop, especially Arabica, is coming from local coffee
roasters, who need to stock up for the winter months, when coffee consumption
    traditionally peaks in India.
A trader in Bangalore, India''s coffee trade hub, said export demand is
building up for India new Arabica and robusta crops, due to be harvested in
    January and February.
Traders estimate India''s 2007 coffee crop to be around 300,000 tons, up from
285,000 tons this year. "However, the increase in output is so small, that it
will just mean more coffee availability for exports and won''t negatively impact
prices at all," said the Bangalore trader.
On Thursday, Robusta cherry AB, FOB Cochin, was offered around $1,600/ton,
down from $1,630/ton the previous week. Arabica plantation A was lower on the
week at $2,350/ton from $2,400/ton last week.

Vietnam shares end +0.1% at 525.22 as local players look
for direction amid persisting concerns authorities to soon add millions of new
shares to bourse, with some cheer coming from state media reports that Vietnam
expects to join WTO before year-end, thus attracting more foreign investors.
Volume average at 2.1 million shares worth VND126.9 billion; foreign accounts
bought 198,460, sold 62,120. Sacombank most active, flat at VND71,000
on 518,255 shares; Dong Nai Roofsheet 2nd most active, +4.9% at VND31,900 on
348,060 shares (foreigners bought 9,000). Vinamilk flat at VND80,000
on 138,920 shares (foreigners bought 22,660).

The World Trade Organization is expected to approve Vietnam''s
entry into the world trade body in early November, ending more than 10 years of
tough negotiations, state media reported Monday. "The WTO''s general assembly
will meet on Nov. 6-8 in a special session to consider Vietnam''s WTO
membership," the Thanh Nien (Young People) newspaper quoted Trade Minister
    Truong Dinh Tuyen as saying.
Tuyen, who returned to Hanoi Sunday after attending a series of multilateral
negotiations in Geneva last week, said Vietnam has completed all of its
negotiations with members of the WTO, the newspaper said.
The National Assembly, Vietnam''s legislature, will ratify the agreement in
    mid-November, Tuyen said.
If everything goes according to plan, Vietnam will become the 150th member of
the Geneva-based trade organization before Hanoi hosts the Asia-Pacific
Economic Cooperation summit on Nov. 18-19. The summit will draw many world
leaders, including U.S. President George W. Bush, Chinese President Hu Jintao,
and Japanese Prime Minister Shinzo Abe.
Vietnam is hoping that WTO membership will attract more foreign investment
into its already booming economy, which is expected to grow by more than 8%
this year, the fastest rate in Southeast Asia and one of the fastest in the
    world.
WTO membership will offer vastly increased export opportunities to many
Vietnamese firms, but others are bracing themselves for the increased
competition that will result when Vietnam opens its markets to foreign firms.

Citigroup CIB Bullish On SE Asia,To Expand Ops

Citigroup Corporate and Investment Banking is beefing
up its equities team in Indonesia, and wants to do more business with small-
and medium-sized enterprises that have operations spanning several countries,
the head of its Southeast Asian operations Catherine Weir said.
The Citigroup Inc. (C) business unit has also strengthened its Islamic
finance capabilities recently by hiring new staff in Malaysia and Indonesia,
Weir said in a recent interview with Dow Jones Newswires.
Other initiatives involving the Corporate and Investment Banking group, or
CIB, include an alliance in Vietnam with Eastern Asia Commercial Bank in
September and the launch of a securities service in the country. "There is no
shortage of print on China and India, but it is important for everyone to know
there is more to Asia. Asean (the Association of Southeast Asian Nations) has
550 million people, countries with complimentary strengths, agriculture,
technology, domestic growth, exports. There is a great portfolio of
    opportunities," she said.
Weir declined to give performance figures or growth targets for Southeast
Asia, but said CIB''s confidence in the region is reflected in its plans to
expand headcount by about 10% a year over the next few years to support its
    growth targets.
CIB, which groups Citigroup''s corporate banking, corporate finance,
investment banking, global transaction services, equities, fixed income, and
treasury activities, employs 2,700 people in Southeast Asia, up from just over
2,500 at the end of last year.
Weir said CIB''s strategy for Southeast Asia revolves around "two core
opportunities" - broadening the range of products and services that Citigroup
can offer multinational corporate clients, and seeking more customers among
larger SMEs that already have operations in three or more countries and plan to
    internationalize further.
For MNCs, this would involve strengthening the bank''s "equity platform" to
complement its strengths in the debt market, where Citigroup is the number one
in Singapore dollar bond originations and a major underwriter of Philippine
    government bonds.
Citigroup, she said, has a "leading position in Singapore and a commanding
position in Malaysia, Thailand, Indonesia and the Philippines."
CIB recently added "a full team of research and sales in Thailand," and has
commenced growing its Indonesian team which is one of its goals for 2006, she
    said.
Turning to Islamic finance, Weir said Citigroup has increased resources in
this area in line with its strategy of offering a wide suite of products to
    clients.
Islamic finance is "a growing solution that needs to be offered as an
alternative to both investors and (debt) issuers," she said.
Malaysia and Indonesia have a large number of primary and potential users of
Islamic finance, but Singapore - which is the regional and international hub
for several Citigroup businesses - can also benefit from the growth by offering
    complementary services.
As for the SME space, Weir said there are a number of medium-sized
enterprises, most of them family-run, that already have operations across
several Southeast Asian countries and are looking to grow further.
Citigroup believes it has an edge in helping such clients expand into new
markets and businesses because of the geographical scope of its operations, she
    said.

Vietnamese leaders are warning local companies to prepare quickly
for the huge challenges they will face when the country enters the World Trade
Organization, opening the door to increased foreign competition, state media
    reported Thursday.
Many Vietnamese firms will boost their exports when the nation joins the WTO,
Deputy Prime Minister Nguyen Sinh Hung
said, "Not every enterprise will win. In this fierce
competition, some enterprises and commodities will fail."
The WTO is expected to approve Vietnam''s membership in early November, before
Vietnam hosts the summit of the Asia-Pacific Economic Cooperation forum on Nov.
    18-19.
Hung said local companies will have to make many improvements if they don''t
want to lose out in domestic markets. "If enterprises do not reform quickly,
particularly state-owned enterprises, which generate more than 40% of the GDP,
they will be confronted with huge difficulties," he said.
The newspaper also quoted the deputy prime minister as saying he was very
concerned about the competitiveness of Vietnamese agricultural, forestry and
seafood sectors, which employ a majority of the country''s work force.
Former Prime Minister Phan Van Khai, who stepped down in June, also voiced
concerns over the poor quality of Vietnamese products, Thanh Nien reported. "I
have talked about this many times before, but there has been no improvement,"
Thanh Nien quoted Khai as saying. "Now we cannot delay. It will become a huge
    challenge when we join WTO."
Thursday''s online newspaper Vietnamnet quoted some legislators as saying
there should be a campaign to raise awareness about the Geneva-based WTO. "The
government should inform people of documents related to WTO, so that they can
imagine what are the challenges and advantages awaiting them," the paper quoted
legislator Nguyen Viet Chuc from Hanoi as saying.
Vietnam applied to join the 149-member WTO in 1995 and concluded the final
round of multilateral negotiations last week.
