Circular 13, exaggerated impact?
Markets had two free fall sessions in a row, bringing the index to 461.67, a 8mo low. Retail investors were expecting the 460 mark to hold, but considering the high level of volumes yesterday, many now doubt this will be the case. Concerns over too much supply (from new issuances, new listings, new IPOs) and worries that banks will have to “restructure” their portfolio in order to raise their CAR from 8% to 9% as Circular 13 stipulates are the main culprit for increased pessimism. Leverage levels at many securities firms have slightly decreased, indicating weakened buying power. We also hear some influential retail traders have cut losses. We see markets to continue their slide downwards until volumes dry up, which is usually a sign that markets have bottomed as sellers stop panicking. Very hard to say when that will be happening, but it does feel like it could be sooner than later. We’re starting to hear some bank officials saying that the impact of Circular 13 have been grossly exaggerated by the market as most large banks wouldn’t have to sell. In the press, the VNBA has been asking for delays in the implementation of Circular 13, citing that a few small banks (only) are having difficulties. If Circular 13 turns out to be a big scare for no reason, markets could turn around quickly. Retail investors are turning their attention back to blue chips – we like VNM, FPT, HAG, HPG, SJS.
