Markets easily broke the 450 psychological resistance and hovered in the 456 all morning. Many stocks hit limit up. We think the VN Index might face some corrections in the next couple of days before heading toward the 500. - We expect to see profit taking in the next 1-3 days as the rally sees some consolidation. Could be a good time to lock in profit and wait for the correction before buying in. Let's see what the afternoon has in store.

Markets soar, VNI up 4.14%
Markets are unbelievably strong today. The VNI is up 4.14% at the time I pressed the send button. Most key stocks trade at ceiling and there's no buyers to be found. We're not sure about what is pushing markets, but probably a combination of news: 1) February trade deficit to be revised to USD 200mn from USD 800mn originally, 2) ON rates remain low, 3) Market talk that the SBV will reduce the deposit rate cap to 13%, 4) most importantly, brokers have reduced rates on margin lending, with expectation that margin lending activity will increase more rapidly from today (we estimated an increase of 20% since January, which isn't much consider the low base we were at then).

Revised Trade deficit for February shrinks: From our sources, trade deficit for February will be revised to some USD 200 million from GSO’s estimation of USD 800 million. (This data is likely to be published by 16th of Mar).

Money market: O/N rates traded in a range of 7-8%pa, one-week tenor rate at 9.5-11%pa.

VND/USD: The Interbank: 20824/20826: Black market 20820/20840

Market talk - SBV to reduce deposit rate cap: In our opinion, the SBV will likely not lower the deposit cap at the moment, given the high negotiable deposit rates applicable for VIP clients. Currently, we have seen increasing number of banks to apply negotiable deposit rates for VIPs clients within 15-19%pa.

SJS - PM decides that the project may proceed as planned, this could help the stock soar on the news.

Banking - PM on restructuring credit institutions
"The Prime Minister has just signed Decision No. 254/QD-TTg on "Restructuring credit institution (CI) system 2011-2015".
- First priority is *****pport liquidity via refinancing channel with the maximum amount equivalent ******rter capital of that CI. Weak CI will be under closer supervision by the SBV in terms of management, finance and operation. State-owned commercial banks and joint-stock commercial banks will buy back good quality assets and liabilities of weak CI. Dividend policy, ownership and assets transferring will also be limited.
- After liquidity is eased, weak CIs will be merged or acquired on voluntary basis. Otherwise, the SBV will force weak CIs to be merged or acquired.
- The SBV will directly buy back charter capital or ownership of weak credit institutions, making them healthier, then merging them with other CIs or selling to investors.
- Of note: the decision allows foreign CIs to buy back or merge with weak CIs of Vietnam and increase ownership limit (ownership limit for banks now is 30%).
- Route map:
+ 2012: ensure liquidity of CI system and control weak CIs.
+ 2013: revise safety ratios for banking system and basically restructure ownership of weak banks.
+ 2014: basically complete restructuring CIs in terms of finance, continue to merge or buy back CIs on voluntary basis.
+ 2015: basically complete restructuring CIs in terms of management and operation. "
