Thủ tướng phân tích và nhấn mạnh gói giải pháp đồng bộ gồm 5 điểm chính để ngăn chặn suy giảm kinh tế.

Thứ nhất, thúc đẩy sản xuất và xuất khẩu. Tập trung giải quyết dứt điểm những thủ tục còn phiền hà, giảm đến mức thấp nhất thời gian và chi phí cho doanh nghiệp. Đẩy mạnh sản xuất các mặt hàng, nhất là các mặt hàng xuất khẩu có kim ngạch lớn, có khả năng tăng trưởng cao.

Thứ hai, kích cầu đầu tư và tiêu dùng. Thực hiện các biện pháp thúc đẩy đầu tư xây dựng nhà giá rẻ cho người thu nhập thấp, các đối tượng chính sách, nhà ở cho người lao động ở các khu kinh tế, khu công nghiệp tập trung, nhà ở cho học sinh, sinh viên.

Thứ ba, thực hiện chính sách tài chính, tiền tệ linh hoạt, tạo điều kiện thuận lợi nhất cho các doanh nghiệp và nhân dân sản xuất, kinh doanh, nâng cao đời sống.

Thứ tư, đảm bảo an sinh xã hội, tăng cường chăm lo cho đồng bào nghèo, đồng bào vùng sâu, vùng xa, vùng thiên tai, lũ lụt không để bị thiếu đói.

Thứ năm, tổ chức, chỉ đạo điều hành năng động, quyết liệt. Trong đó chú trọng rà soát lại các loại thủ tục, nhất là thủ tục đầu tư xây dựng cơ bản; tiếp cận vốn; nộp thuế, hoàn thuế.

Ngoài ra, cần chú trọng công tác thông tin, tuyên truyền để nhân dân không chỉ thấy những thành quả đất nước đã đạt được mà cả những khó khăn thách thức, từ đó cùng nhau chung sức chung lòng, quyết tâm vượt qua mọi trở ngại.

Tại phiên họp, Thủ tướng đã yêu cầu Ngân hàng Nhà nước chỉ đạo Ngân hàng Nông nghiệp và Phát triển nông thôn cho các doanh nghiệp vay không lãi suất để thu mua một triệu tấn lúa hàng hóa còn tồn trong nhân dân; chú trọng bảo lãnh tín dụng cho doanh nghiệp vừa và nhỏ phát triển sản xuất.

Asian Commodity Shares Rise on Stimulus Plans; Panasonic Drops

Nov. 28 (Bloomberg) -- Asian commodity stocks rose on expectations government steps to pull the global economy out of recession will boost demand for raw materials. Panasonic Corp. led electronics companies lower after slashing its profit outlook.

BHP Billiton Ltd., Australia''s largest oil producer, added 5.5 percent as crude headed for the best week in five months. Komatsu Ltd., which controls 17 percent of China''s excavator market, added 5.5 percent, a second day of gains after China lowered interest rates to spur growth. Panasonic plunged 10 percent after cutting its profit forecast by 90 percent on weakening demand.

The MSCI Asia Pacific Index rose 0.5 percent to 81.90 as of 11:02 a.m. in Tokyo. About six shares climbed for every five that retreated on the gauge today, led by materials and energy stocks.

``Investors have shifted their focus from the current economic slump to authorities'' stimulus measures,'''' Yoshinori Nagano, a Tokyo-based senior strategist at Daiwa Asset Management Co., which manages about $96 billion, said in an interview with Bloomberg Television.

Japan''s Nikkei 225 Stock Average swung between gains and losses, and was recently up 0.4 percent at 8,406.10. Shares in South Korea, Australia and New Zealand advanced, while other markets declined. U.S. markets were closed yesterday for the Thanksgiving holiday.

For the week, the MSCI Asia gauge has rallied 5.7 percent, the most this month. The benchmark has advanced 8.8 percent since falling to a five-year low on Oct. 27 as governments globally moved to lower borrowing costs and boost fiscal spending.

India Attacks

Indian S&P CNX Nifty Index futures for November delivery were little changed in Singapore after dropping 2.7 percent yesterday, as terrorists remained holed up in two Mumbai luxury hotels. Attacks begun on Nov. 26 left as many as 125 people dead.

``The aim of the attackers will have been to deter foreign businessmen and indeed foreign fund managers from visiting India,'''' CLSA Ltd.''s chief strategist Christopher Wood wrote in a report. ``Sadly, those efforts will in part be successful.''''

Credit losses and writedowns at financial companies have neared $1 trillion worldwide, spurring central banks and governments to cut rates and spend more to stimulate economies. The People''s Bank of China on Nov. 26 reduced its benchmark lending rate by the most in 11 years, while the European Union proposed a 200 billion euro ($258 billion) spending package, joining Japan, China and the U.S. in crafting economic plans.

President-elect Barack Obama will likely propose a stimulus package worth as much as $700 billion early next year, three times bigger than his original proposal, aides and lawmakers including Senator Dick Durbin of Illinois said this week.

Oil Rally

BHP rose 5.5 percent to A$30.39. Woodside Petroleum Ltd., Australia''s second-largest oil producer, gained 5.3 percent to A$35.80. Mitsui & Co., which generates the most profit from oil among Japan''s trading companies, advanced 8.7 percent to 849 yen.

Crude oil rose 8.3 percent this week, the most since June, to trade at $54.05 recently. Gold traded near a five-week high as federal funds futures showed traders see a rate cut from the Federal Reserve on Dec. 16 as a certainty.

Ministers from the Organization of Petroleum Exporting Countries, which supply 40 percent of the world''s oil, are meeting tomorrow for the third time in as many months to discuss a further cut in production to shore up prices. Russia, with the world''s third-largest oil reserves, said this week it will coordinate with OPEC on prices.

Komatsu gained 5.5 percent to 1,129 yen. Doosan Infracore Co., South Korea''s biggest construction-equipment maker, added 1.9 percent to 13,350 won. Citigroup Inc. reiterated its ``buy'''' rating, saying China''s stimulus package will relieve concerns about its operations next year and the won''s weakness should give it pricing power.

Panasonic Earnings

Panasonic lost 10 percent to 1,156 yen, the lowest since June 2003. The world''s biggest maker of consumer electronics yesterday reduced its annual net income forecast by 90 percent, saying demand and prices have fallen as the U.S. financial crisis spread across the globe.

Nomura Securities Co. and HSBC Holdings Plc cut their ratings on Panasonic. Nomura also lowered Sony Corp. to ``neutral'''' from ``buy,'''' and Sharp Corp. to ``reduce'''' from ``neutral.''''

``The degree of this downward revision is certainly far worse than what we and consensus had expected,'''' Carlos Dimas at HSBC wrote in a note to clients. ``The slump in demand for consumer electronics overseas is deepening beyond already pessimistic expectations.''''

Kyocera Corp., the world''s biggest maker of ceramic packaging for chips, soared 18 percent to 5,990 yen, the steepest climb since 1978, after saying yesterday it plans to buy back 4.2 percent of its shares.
