    Vietnam's Hoa Phat likely to meet 2.7 mil mt HRC target in 2021

    Vietnam's Hoa Phat is on track to achieve its target of producing 2.7 million mt of hot-rolled coil in 2021, Italy-based metallurgical plant maker Danieli said on Feb. 23.

    Danieli provided a new 3.5 million mt/year HRC mill to Hoa Phat's Dung Quat steel complex, which was started about nine months ago and produced up to 1 million mt of HRC as of Feb. 20, representing about 94% of nominal production capacity.

    In 2020, the steelmaker produced about 700,000 mt of HRC, which puts the 2021 target at more than 3.8 times higher.

    Hoa Phat is likely to meet its goal as it fired up the last of four blast furnaces on Jan. 6, taking the complex’s overall crude steel output capacity to 4.8 million mt/year.

    By the end of 2021, Hoa Phat plans an upstream meltshop expansion, which will bring HRC output to about 3.7 million mt/year.

    Thereafter, in early 2022, the Vietnamese steelmaker expects to begin its Dung Quat 2 iron and steel project that will add 5 million mt/year of production capacity, mostly focused on HRC.

    "I feel this year their [Hoa Phat's] main buyer will be pipe mills...they have still not yet reached re-rolling standard," a Vietnam-based trader said about the steelmaker's plans.

    Currently, Vietnam's annual demand for HRC is about 14 million mt of which 60% is imported.

    "I think Hoa Phat's capacity will affect mostly imports from China and India, instead of South Korea, Japan and Taiwan," a Shanghai trader said. "If not considering 2020 as a special year, Vietnam will rely on about 4.3 million-4.5 million mt of HRC from China and India."

    "The HRC output material serves Hoa Phat's own demand and domestic market (mainly pipe makers)," another Vietnam-based trader said. "Somehow, it can reduce pressure on domestic demand, but I think it might not have a big impact, and Vietnam will still rely more on imports."

    Amid the HRC developments, JFE Shoji Steel Hai Phong started operating a second coil processing plant from February 2021 to meet demand for steel sheets and strips. The company, which is a unit of Japan's JFE Shoji Corp., did not disclose the capacity of the second plant.

    Asian HRC, plate rise amid higher buying indications

    The Asian hot-rolled coil market continued the upward trend on Feb. 24, in line with a firm Chinese domestic market and rising buying indications.

    S&P Global Platts assessed SS400 HRC 3 mm thick at $680/mt FOB China, flat on the day. On a CFR Southeast Asia basis, the same grade of coil was assessed stable at $673/mt.

    While the Chinese domestic market remained firm, mills were holding offers at the current level and waiting for buyers to catch up. A northeastern China mill was heard to have concluded a deal with South Korean buyers at $690/mt FOB for April shipment during the week.

    In Shanghai, the spot price of Q235 5.5 mm HRC was assessed at Yuan 4,830/mt ($749/mt) ex-stock, including value added tax, up Yuan 10/mt on the day. On the Shanghai Futures Exchange, the most actively traded May contract closed at Yuan 4,816/mt, up Yuan 17/mt, or 0.4% over the same period.

    Platts assessed SAE1006 HRC at $715/mt FOB China, up $5/mt on the day. On a CFR Southeast Asia basis, the same grade of coil was assessed at $705/mt, up $7/mt over the same period.

    In Vietnam, buying indications kept rising although some buyers remained slow in catching up. It was heard that Vietnamese buyers booked from a Chinese mill early in the week at $705/mt FOB for April shipment.

    Buying indication for open origin SAE coils moved higher to $700-$710/mt for April shipment, with a bid heard at $700/mt CFR, due to the overall stronger offers from mills. An indicative offer for India-origin SAE was reported at $740/mt CFR, also for April shipment.

    Separately, Platts assessed weekly prices of Q235/SS400 grade 12-25 mm thick plate, or equivalent, at $685/mt CFR East Asia, up $27/mt on the week. The assessment was normalized to Dangjin port in South Korea under Platts standard specifications. Higher offers and buying indications were seen amid a strong rally in China after the Lunar New Year holidays.

    Platts assessed Q235 grade, 12-20 mm thick plate at $675/mt FOB China Feb. 24, up $40/mt month on month. Chinese mills lifted offers to $690-$700/mt FOB, while it heard the latest deals in Vietnam at $685/mt CFR for Chinese plate. “Buyers feel plate [is] too expensive now, while the freight cost [has] also increased strongly,” said a Chinese mill source.

    Domestic prices of the same-grade material were assessed at Yuan 4,880/mt ex-stock Shanghai, including value added tax, up Yuan 360/mt on the month.
