At least five leading offshore contractors are understood this month to have submitted commercial bids to North Oil Company (NOC) for work on the second development phase of Qatar’s Al Shaheen oilfield. Sources close to the tender process told Upstream that with the price offers being submitted to NOC — a joint venture between Qatar Petroleum and France's Total — on 6 August, a contract is expected to be awarded as early as next month. The workscope for this most recent Al Shaheen tender comprises three new wellhead decks and related offshore infrastructure, industry sources said. Those believed to have submitted commercial offers include US-based McDermott, Italy’s Saipem, Malaysia’s Sapura Energy, Vietnam’s PTSC and Singapore-based SembCorp Marine, sources suggested. Japan’s Nippon Steel, Indian engineering giant Larsen & Toubro and China's Offshore Oil Engineering Company (COOEC) were also believed to be initially targeting the offshore project, but may no longer be involved, added sources. The workscope for the NWHP-01 package envisages detailed engineering, procurement, construction, transportation, installation, pre-commissioning and commissioning of the three new wellhead platform decks, three bridges and their integration to existing facilities. The new platforms - DC, EG and FC - are likely to weigh more than 2100 tonnes each. Total chief executive Patrick Pouyanne in 2017 said that his company plans to spend more than $2 billion on development work at Al Shaheen over the next five years, adding that its priority would be to maintain output at current levels, believed to be close to 300,000 barrels per day. In addition to the new tender, NOC is thought earlier this year to have awarded Sapura a separate contract for Al Shaheen involving the jackets for the three new offshore platforms. The workscope for the first batch awarded to Sapura includes jackets, each expected to weigh at least 1200 tonnes, while piles are expected to be around 1000 tonnes each, sources said. It is understood that the platforms are also likely to be equipped with a drilling facility weighing 200 tonnes. NOC is expected to embark soon on the second part of the Al Shaheen phase two development, with several fresh tenders likely to be floated over the next year or two. One source suggested that during the next phase, two new wellhead platforms are likely to be tendered, followed by two additional units at a later stage. Al Shaheen is Qatar’s largest oilfield and Total in 2016 was awarded operatorship for 25 years. The field accounts for close to half of Qatar’s oil production. Existing facilities include 33 platforms, 300 wells and several production hubs spread over nine separate locations. Qatar Petroleum owns a 70% stake in NOC, with Total holding the remaining 30%.
