    Beyond these immediate concerns, over the medium? to longer term, Vietnam?Ts banking sector should continue to offer good opportunities to its more commercially?oriented prudent operators, due to ongoing robust economic growth. This is particularly so in regards to the larger private banks, most of which have already secured a major international bank as a strategic foreign investor. 1 In an effort to limit competition among the banks as the central bank tightened reserve? requirements/liquidity?measures, the Vietnam Bankers Association imposed a maximum 12% cap on term deposit rates, which appears to have had the unintended effect of prompting depositors to migrate away from Vietnam?Ts smaller and weaker banks (not rated by Fitch) to its large and more sound banks, resulting in liquidity problems for the smaller/weaker banks. At the time of writing, the cap was reportedly raised to 18%. Whether this proves sufficient to ease liquidity pressures on the smaller/weaker banks remains to be seen.
