Vinh Hoan eyes early elimination of EU tariffs on pangasius

Vietnam and the European Union have demonstrated efforts to push the early signing, ratification and implementation of their free trade agreement -- and an "investment protection agreement" (IPA) -- during prime minister Nguyen Xuan Phuc’s ongoing visit to Europe.

Vietnam's largest pangasius exporter, Vinh Hoan Corporation, announced the news, proposing it could see pangasius sold to the EU without tariffs earlier than previously thought.

On Oct. 17, the European Commission agreed to submit the EU-Vietnam free trade agreement (EVFTA) to the European Council to seek its approval for the signing of the deal, slated for late 2018, and to the European Parliament for ratification in 2019.

At a press conference the same day, the EU affirmed its commitment to putting the document in place as soon as possible, Vinh Hoan said.

Pangasius exports to the EU have "not been so bright in recent years due to negative publicity caused by smear campaigns of European NGOs and the media regarding the sustainability of pangasius production", Vinh Hoan noted.

"The tariff reduction effect of the EVFTA might however provide an opportunity for the Vietnamese pangasius sector to regain its importance in the bloc, through increasing the competitiveness of unprocessed pangasius products, which account for the large majority of exports."

During his EU trip, Phuc had a meeting with Bernd Lange, chairman of the European Parliament's International Trade Committee. "Lange expressed his delight at the EC’s decision to send the EVFTA to the European Council for signing, saying this is an important step so the [parliament] can begin the ratification process. He also affirmed his support for all-round cooperation between Vietnam and the EU."

During his meeting with parliament president Antonio Tajani, Phuc praised the fruitful relations between it and the Vietnamese legislature, saying Vietnam considers it an important pillar of the Vietnam-EU comprehensive cooperation.

For his part, Tajani stressed the parliament will make efforts to ratify the documents in early 2019, which, he said, would support both sides and benefit trade in Europe and Asia.

The EC’s adoption of the EVFTA ahead of the 12th Asia-Europe Meeting Summit, which opens on Oct. 18, has demonstrated all sides’ efforts to step up connectivity between Asia and Europe, said Vinh Hoan.

In 2017, Vietnam exported $203 million worth of pangasius to the EU, over 90% of that in live/fresh/dried/frozen forms (coded HS03), and the remaining was processed pangasius (coded HS16), according to the Vietnam Association of Seafood Exporters and Processors.

The pangasius industry faces EU tariffs under the generalized scheme of preferences, which stood from 5.5% for HS03 to 7% for HS16. The EVFTA will eliminate all EU tariffs in three years for the former, and in seven years for the latter, after the agreement enters into force.

Vinh Hoan has been careful to maintain diversification of its markets in recent years – it remains a key seller to the US (which in 2018 has become the largest importer of Vietnamese pangasius again, taking the spot back from China), while also seeing improvements in its sales of premium pangasius to the EU. Many other companies seem to be riding the wave of demand from China, and investing to cash in.
