    Vietnam Stocks Rally as Inflation, Trade Deficit Growth Slows

    June 27 (Bloomberg) -- Vietnam''s benchmark stock index rose for a fifth day, Asia''s only advancing gauge so far today, after inflation and the nation''s trade deficit expanded at a slower pace in June.

    The VN Index, a measure of 152 companies on the Ho Chi Minh City Stock Exchange, had the first weekly gain since the five days ended May 2, climbing 1.6 percent to close at 392.61. The measure gained 7.3 percent this week, the largest among the four countries that have risen.

    ``Slower growth in both inflation and the trade deficit have showed that what the government has been doing so far has worked,'''' said Vo Huu Tuan, head of the Ho Chi Minh City branch of Bao Viet Securities. ``It made the market bullish and sustained gains in stocks.''''

    Vietnam Dairy Products Joint-Stock Co., the biggest company by value on the Ho Chi Minh City stock exchange, was among four stocks jumping by the maximum 3 percent. More than two shares rose for each that declined.

    Vietnam''s trade deficit expanded less than threefold to $14.8 billion in the first half of the year, the General Statistics Office in Hanoi said late yesterday. The shortfall had more than tripled year-on-year through May.

    Consumer prices rose 2.1 percent in June from a month earlier, compared with a 3.9 percent month-on-month increase in May, according to the General Statistics Office. Prices gained 26.8 percent from a year earlier, from a rate of 25.2 percent in May.

    Vietnam''s central bank today doubled the trading band for the dong against the dollar to 2 percent on either side of a daily reference rate, according a statement on the bank''s Web site.

    ``The wider band has increased dong liquidity and made it easier for foreign investors to convert their money into the local currency to buy stocks,'''' said Tuan.

    Vietnam Dairy Products, based in Ho Chi Minh City, gained 2,000 dong to close at 103,000. The producer of yogurts and ice cream had the first weekly, 14.4 percent gain since May.

    Saigon Thuong Tin Commercial Joint-Stock Bank, known as Sacombank and the most active stock by volume today, jumped 2.9 percent to 21,600.

    Ho Chi Minh Infrastructure Investment Co., a builder and property developer, gained for the first time in more than a month, climbing 3 percent to 27,500. The company gained for a fourth week, by 8.7 percent.

    Southeast Asian Studies'' Koh Says Vietnam-U.S. Relations Better

    June 27 (Bloomberg) -- David Koh, a fellow at the Institute of Southeast Asian Studies in Singapore, comments on Vietnamese- U.S. relations. Koh made the comments in an e-mailed response to questions.

    Vietnam Prime Minister ***************, in an interview this week in Washington, pledged to tame the fastest inflation since at least 1992, seeking to restore investor confidence after the benchmark stock index lost more than half its value this year.

    ``The visit of the prime minister comes at a time of domestic economic difficulties, but generally improving U.S.- Vietnam relations that have never been better. Vietnam has been very keen on U.S. investments in Vietnam and the U.S. market, as it relies on the model of export-led growth via foreign investments. I think U.S. investors are equally keen.

    ``U.S. business activity in Vietnam began to detach from more troublesome bilateral political relations after the U.S. embargo ended, and has quickened in pace after the bilateral trading agreement and Vietnam''s entry into the U.S.

    ``While a continued flow of investments will spur growth in Vietnam, Vietnam''s domestic economic difficulties will have to be addressed by the Vietnamese themselves, through better macroeconomic management.

    ``Whoever becomes the next U.S. president will note the Vietnamese preference to be friends to both China and U.S., but the U.S. is more likely to continue with its foreign policy of giving preferential attention to more trouble spots elsewhere in the world that affect U.S. strategic interest directly.''''
